Why it works, and the catch
Why it works
Most service contracts are paid for knowledge work: writing, summarizing, checking, reporting. That is exactly the work AI speeds up most, and most small firms still do it by hand.
Why Jason being an employee matters
Rules for set-aside contracts count work done by a firm's own employees, not by software. AI does not count as an employee. So the AI multiplies Jason's hours as an Enhance employee, and that is the leverage.
The caution
Every firm says 'AI' now, so saying it proves nothing. We win by showing finished work on the partner's own kind of material, at a fixed price. Proof beats claims.
Where to aim it
Fixed-price work. There, saved hours become a lower price or more margin. On hourly (time-and-materials) contracts, saving hours cuts the partner's revenue, so it is a harder sell.

The proof we can build first: a meeting-minutes sample
HITAC, the health-IT advisory committee Accel supports, holds public meetings and posts the recordings and official minutes online. Jason takes one recording, produces the minutes and a comment summary with his tools, and sets them next to the official version, with the time it took. Kimberly sees her own team's work done in an afternoon. It uses public material only.
Built 2026-10-07: https://ebc-work-samples.pages.dev (minutes sample with timing, accuracy, the five automatic checks and the review guide, plus a list of bids for Accel). A same-day run for the 2026-10-08 HITAC meeting is scheduled; it starts as soon as ONC posts the recording, or right after the meeting if Jason records it live.
Accel Solutions: the approach
What changed since the August dossier
- The FDA export-certificate contract, about two-thirds of Accel's recent revenue, ended 2026-09-11. FDA gave the next round to Kaiva Strategies LLC (Ivins, Utah) on 2026-09-04: about $688,000 for the first year, from 2026-09-12, with possible extensions to 2031, fixed price, under an FDA contract Accel does not appear to hold.
- No new Accel contracts since June. Its main remaining work is advisory-committee support for HHS's health-IT office (HITAC), which runs to 2027-09-01 with options to 2029 and was cut again in September.
- All 12 contracts Accel has won drew a single offer. Its 8(a) minority-business certification ended 2025-03-13, so it now has to beat other bidders. Its women-owned certifications (WOSB and EDWOSB) have been active since 2026-03-10.
What that means: Accel now has to win against other bidders, which takes a sharper price and stronger proposals. That is exactly what this angle offers.
What Enhance offers Accel, and why
1. Meeting minutes, faster
Recording to transcript, draft minutes, public-comment summary and action items, the same day, for Accel's staff to review.
Why: Advisory-committee support is Accel's core work, and minutes are the heaviest part. Pitch it for new fixed-price bids, not the current hourly contract.
2. Help winning bids
Upcoming-opportunity scans, when current contracts end, competitor pricing from public award records, draft past-performance write-ups, a capabilities description for its empty SBA profile.
Why: Accel has never had to write a proposal that beats others. It is cheap for us and exactly what it needs now.
3. Teaming on women-owned set-asides
Accel bids as prime on women-owned set-asides; Enhance subcontracts the data, document and AI work.
Why: Those certifications are Accel's new route to reserved contracts, and our work lowers its price.
4. The VA door, honestly sized
Enhance's veteran certification opens VA work Accel cannot reach.
Why: VA buys almost no advisory-committee support (only small transcription orders), so it is a small door in Accel's specialty. Bigger VA lanes are acquisition support and loan servicing.
5. A question for Kimberly
Would Kaiva need people who know the FDA program Accel ran for five years?
Why: Our inference, not checked. Let her decide whether it is worth a call.
How Bobby runs it
- A conversation between friends, not a pitch. Ask how their business works: what is recompeting, what contract vehicles they hold, who they subcontract for, what would make a partner useful.
- Never mention that their revenue is down or that they lost the FDA work. Let them say it.
- What Bobby says about Enhance: SBA-certified service-disabled veteran-owned small business, eighteen years in mortgage operations back to 2008, and an in-house AI and automation engineer who builds the tools and does the work. Do not mention the mortgage licence; it is expired.
- The ask: a small paid trial on one real piece of their work (for example, minutes from one meeting), then a reference letter. Paid by Accel, or free to Accel only, never free to a federal agency.

The financials are the open part: 5 years of business tax returns (a letter of explanation is accepted for missing years), a current profit-and-loss or balance sheet, proof of how the company was first funded, and a bank letter. Jason is asking B what she has and offering to draft statements from bank exports and the explanation letter. The application is deleted 2026-12-01 if not submitted, so extend that date if needed.
